I need a theme that will help me increase citizens civic literacy.

I need one version for SMF and one for Wordpress

We do not make custom jobs for wordpress at the moment
About the theme I don't know exactly how to "increase citizens civic literacy." That depends on what's your site about.
Could use a normal free theme and modify it, or a paid theme, but that doesn't mean that it's going to "increase citizens civic literacy"
